A new Pradhan Mantri Divyasha-Vayoshri Kendra has opened in Manesar, Haryana, bringing assessment, assistive devices and rehabilitation support together through a collaboration between the Artificial Limbs Manufacturing Corporation of India and Honda India Foundation.
The PMDVK was inaugurated on 3 September 2026 at the Honda Samajik Vikas Kendra in Naurangpur. It is expected to have the capacity to support more than 15,000 beneficiaries annually, including persons with disabilities and senior citizens.
Manmeet Kaur Nanda, Additional Secretary at the Department of Empowerment of Persons with Disabilities under the Ministry of Social Justice and Empowerment, inaugurated the centre.
Those attending included ALIMCO Chairman and Managing Director Praveen Kumar, Honda India Foundation trustees Vinay Dhingra and Sachimi Takata, and other representatives of the organisations involved.
Following the inauguration, guests were shown the centre’s facilities and assistive devices were distributed to selected beneficiaries.
Government expertise and corporate CSR
The new centre represents a further stage in the partnership between ALIMCO and Honda India Foundation, which has now continued for approximately a decade.
Its operating model combines government programmes and institutional reach with ALIMCO’s assistive-technology expertise and corporate social responsibility support from Honda India Foundation.
Nanda described collaboration between government, companies, non-governmental organisations, civil society and industry as important for strengthening innovation and extending services to communities that might otherwise remain difficult to reach.
Honda India Foundation is the corporate social responsibility arm of the Honda group of companies operating in India. Established in 2019 to consolidate the group’s CSR activities, its stated areas of work include healthcare, education, road safety, rural development and environmental sustainability. Honda India Foundation identifies the Honda Samajik Vikas Kendra as part of its community-development work.
ALIMCO is a Government of India enterprise operating under the Department of Empowerment of Persons with Disabilities. It manufactures and supplies artificial limbs, mobility products and other rehabilitation aids while serving as a major implementing agency for national assistive-device programmes.
Integrated access under one platform
One of the most important elements of the Manesar centre is the intention to provide several stages of the assistive-technology pathway through a single location.
The centre will offer assessment, assistive devices, rehabilitation and associated services. This integrated approach could make access more manageable for beneficiaries who might otherwise have to navigate separate assessment, distribution and rehabilitation arrangements.
For prosthetic and orthotic users, the quality of the service surrounding a device is as important as the product itself. Appropriate provision may include clinical evaluation, prescription, measurement, fitting, alignment, user training, adjustment and follow-up.
Older people using mobility or daily-living aids may similarly require assessment and training to ensure that a product is safe, appropriate and practical within the home and community.
The centre’s projected annual capacity of more than 15,000 people is significant. However, its longer-term impact will depend not only on the number of devices distributed but also on waiting times, product suitability, user satisfaction, follow-up and continued use.
Supporting national assistive-device programmes
The Pradhan Mantri Divyasha-Vayoshri Kendra model brings together services relevant to two major beneficiary groups: persons with disabilities and older citizens experiencing age-related functional limitations.
India’s Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances Scheme supports eligible persons with disabilities in obtaining durable and scientifically manufactured aids and appliances. The Rashtriya Vayoshri Yojana provides assisted-living devices to eligible senior citizens with age-related disabilities or functional limitations.
A permanent or continuing service centre can complement large distribution camps by giving people a more identifiable location for assessment and support. It may also help improve referral arrangements and make it easier for beneficiaries to seek information about available schemes.
For the O&P and rehabilitation community, important operational questions will include the range of prosthetic, orthotic and mobility services available at the Manesar centre; the composition of its clinical team; the process for establishing eligibility; and the arrangements for repairs, replacement and follow-up.
Clear public information on these points would help clinicians, hospitals, community organisations and potential beneficiaries use the centre effectively.
A potential model for last-mile provision
India’s scale makes last-mile delivery one of the central challenges in assistive technology. Products may be available nationally while remaining difficult to access locally because of limited awareness, travel requirements, administrative processes or shortages of trained personnel.
The Manesar PMDVK illustrates how public programmes, a specialist government enterprise and corporate CSR funding can be combined within a community-based facility.
For this model to create lasting value, performance should be measured beyond distribution totals. Useful indicators could include:
- Time from registration to assessment and device delivery
- Percentage of products successfully fitted
- Availability of clinical and technical follow-up
- Repair and replacement turnaround
- User satisfaction and continued product use
- Functional outcomes and participation
- Referral links with hospitals and rehabilitation professionals
- Accessibility for people from surrounding rural communities
Publishing these results would help establish whether the approach can be replicated or adapted in other districts.
The inauguration marks an encouraging expansion of assistive-device and rehabilitation access in Haryana. Its real achievement will be determined by whether beneficiaries receive not merely a product, but the assessment, professional support and continuing service required to use it successfully.
